Kris was also planned during Gold and Silver with the only issue those two faced was the game couldn't be handled to put them in. Luna is a protagonist in a first generation game like Dawn,may,serena and Hilda. While you are trying to measure her with characters from mid gen games like crystal, BW2, hgss, etc.

This isn't logarithmic senpai. It's quite simple the anime borrows from from the first games in a gen to pick protagonists that's a constant except for OS which was a special case of them coming up with the right formula.

You are even trying to bring in leaf from gen 1 for no fucking reason except just to try to make your case bapetter but you are literally being retarded by not understanding the anime ignored something that didn't make it to the games.

Luna isn't guaranteed to be in the anime but has the highest chances.

Seriously, everything but the games were promoting Leaf. All the old art has your Leaf with Squirtle. Same with adventures and even your remakes add her in. The game's limitations is what kept Leaf out in the games but she was planned to be there from the get-go. Same shit that they wanted Kris in the games but it wasn't until they were developing Crystal that they figured out how to put gender options. Before you go with "anime doesn't add what doesn't make it into the games" you had Pokemon that didn't make it into the initial games added.
