Nothing really. Had Brock not returned they probably would have given Croagunk to the new male companion anyway so that Pokemon would still be around. Brock did have a few good eps, (the Miltank maid cafe episode, the one with the little Cherrim girl, and the ep Bonsly evolved and Happiny hatched), but out of a 191 episode arc he barely had any purpose.

Once Ash became a more experienced trainer Brock's role diminished. He sort of worked in AG if only because it was a 4-person group so Brock didn't feel as much a third wheel when Max was there at the same time.

There are two theories:

1. Ash's story is finally going to wrap up, so it makes sense to give him a girl at the end of his run.

2. Serena's crush on Ash is an attempt to boost interest in the series after how poorly received BW and Iris was. The ship has proven very popular in Japan and Serena being an idol waifu is a popular anime trope in other shows right now.

There's also the theory that Serena is loosely based off Leaf, who never appeared in the anime, and this is their way of doing that storyline they didn't do before.
