Does that matter in-show? Its an entire decade worth of episodes in real life, and entire generations of young kids growing up with the anime long after she's gone. If the writers wanted Misty to be relevant she wouldn't have been phased out more than a decade ago.

The writers actually stopped giving Misty cameos entirely only 3 years after she left. Misty left in 2002, and her last cameo was in 2005, which really puts into perspective how quickly Misty's appearances stopped.

If the writers are feeling generous they would just tie the two with the red string or equivalent. Ash leaves Serena behind and fuck off to the next region and amourfags would finally simmer their autistic selves down because Serena isn't in the show anymore. But you know in the very distant future the two are tied together. Closest you'll probably get to canon without breaking the quo too much, honestly.

So many people on Bulbagarden and tumblr think Serena is leaving in 6 months. I'd love to see them proven wrong.
