Soejima drafted up the glasses early on but they weren't finalized until 'the last minute'. The P Team was probably feeling a little too good about themselves after P3 and thought they were all on the same page for P4 and so went about making various elements of the game without a design document to keep everything consistent, which caused problems later on.
