It all depends on how much time and gems you're willing to put into it, there's nothing really "hard" about it, except the islands themselves which if you have a decent legend team then it's easy enough.
I tried to go for 2 legends the previous ranking and ended up only getting one since I couldn't get enough runs in. Expect something like 150 or so runs for 1 legend, to put it in paper.

Also on jp, Cavendish is tied to colosseum, with abyssal rate for 30 stamina colo, so you have to farm 50 stamina colo to get cavendish copies.
So building a F2p team that deal with both a 50 stamina colo and Cavendish is way harder than building a f2p for Kuma/NML and Cavendish.

So as long as Cavendish appear in raid, I expect more team to beat him.

Reroll until you get some pretty good shit then clear through the 20 anni Zoro islands and I believe you'll have enough for another multi pull. Wanda has 3 turns of boost to cover boss preemptives, but double crocodile means your two turns of boost are not consecutive, so you don't care about preemptives. Also croc boost is higher. There's a fucking difference between having amazing shit like arlong and cobimeppo forts with nothing else going on and ebin filler sugos to three kai raids one after the other, probably four since they are going to release sabo soon, and two need batches of characters after half a year of shit sugos. Plus he's the most comfy captain in the world. Can stall forever, can live forever, damage bonus all the time so no perfect rush, he has it all. The only problem that I have with him is that his active is subpar in general since it won't go through shields and muh inmortality always gets fucked somehow unless the boss is piss easy. I do that too, usually if a unit is more "universal" (such as kizaru, boa, sabo that can fit any team) I go for despair. If a unit is more niche and only fits certain teams I decide based on the other crewmembers sockets in that dream team, if there's not many 4slot characters I go with CDR. Also for low CD teams such as cerebrals and psy CDR has a lower priority, while for inthawk/blackbeard/fuji teams its value is higher.

NM Luffy seems to only be used for Stage 4 in Whitebeard's invasion and other bosses with hit barriers. If you don't have trouble with those, then there's no need to evolve him asap.
Between Robin and Magellan, I'd take Magellan purely because you can already use him in an Ace team, while your Cerebral team can wait for that eventual Croc/Inu pull.
