Have you tried Mars War Logs, Bound by Flames and the Technomancer?
Made by Spiders, a french indie studio. They made 10 to 15 hours to complete small RPG that gave me a "smaller scale" kind of feel you describe.
Word of advice : the games are janky as in they are the definition of jank, barely holding up and have suffered from being compared to AAA titles, but I really liked the athmosphere of Bound by Flames.
It's honestly the only mass effect-like rpg I can think of.

Because all those genres you listed appeal to the masses, anon. And in turn, they make a lot of money. There's been quite a few good sci-fi games coming out recently, but unfortunately none of them really fall into the character-focused RPG genre (well, besides ME:A, if you can really even call it that).
My guess is that games like ME take a lot of effort to get right, and most AAA devs would rather focus on things that make money than take a risk. The only possible way we could see a game similar to what your describing is if some indie studio creates an IP as a homage to ME, or wait 5+ years for a chance at the next ME game.

That, or Anthem ends up being not a Destiny clone and is instead a co-op spiritual successor to ME complete with hot ayys, cool squadmates and somehow romances. But I really, really fucking doubt that that's ever going to happen.
