I might say that character would suit Phoenix too given the over the top livery and all. But you can still imagine Cipher being the guy who went out for beers with the three guys after missions and flew as a mercenary because he liked flying and perhaps fighting, and you could picture him being mad because they didn't wake him up for a raid or shit like that.
