Since it is locked behind evolve it conflicted with Papa Cudgel, and even in most cases the shadownigger just evolved his reapers,so if you used it you were just feeding the reaper.

Also neither of these two are board clears, they only have measly 2 damage. They can't even clear the board of anything but 2 hp and below trash, meaning they are worthless against Enchanced Zombie wall for example.
Actual board clears are unconditional like Themis, Pre Nerf Lightning Blast, and Homecoming.

This argument would have worked a year ago but it doesn't now because it is actually standard for 6pp to have more value than it should on paper.
Sage commander (basic card) is 4/6 body with 4pp buff attached to it, Garuda is 4/4 with demonic strike (4pp) and countdown reduction (1-1.5pp?) that easily combos into extra value, Cynthia is on curve with a board buff attached to it and above curve evolve. This has been a trend with every expansion.

Garuda, Sage commander and Cynthia should have been nerfed ages ago but they werent and neither should cat. Cygames want their 6th turn to be filled with decisive power cards.
Cat is not powercreeped, it's simply in tune with the rest of the game design
