There's no build variety over picking a Threshold Jewel or not. It's literally "It's useless, never use it" like Shattered Chains, or "It's amazing, always use it." like the ones for Specters, Frostbolt, and Ethereal Knives. Realistically, Threshold Jewels need to be deleted and replaced with a new interface that lets you augment Skills further instead of losing out on Jewels. Then you can also put downsides on the Jewels and make them stronger so you never make garbage like Shattered Chains ever again.

That's my point, Anon. Arcane Surge's Buff doesn't change in terms of the Buff given. All the backend is doing is applying a varying Increased/Reduced Buff Effect (or More/Less for calculation purposes). It's still giving you Arcane Surge, yet as you level the Gem, the bonus is stronger.
Same applies here, but as a Debuff. It's still shock, but it's 66% Less versus enemies (and will be overwritten by a stronger Shock) and 66% more versus the user.
