At first Terp went overboard with custom changes making game much harder, punishing every cheesy way of doing anything. To the point people were fed up and started to quit. Those changes got reverted, but what was done was done and you can't go back in time. Then it was just lack of advertising and nooba aggressively shilling everywhere, filling void after Cookie (and failed TrueRO) while being just another shitserver.
Another thing is that people like to feel they're playing "original RO", even though rA and herc have years old bugs that people got so used to, they take it as original. Saying openly you cstom stuff can turn off people.

There were changes to both mora sets (moving buffs between refines iirc) and nerf to Unlimit used with certain skills. AS is used only to kill shit mobs and is much more balanced. For MvPs people go autoattacks with improved pet autoattacks, buffed Aimed Bolt spam or warg builds.
Cart Cannon got fixed elemental buffs. It's shit unbuffed, but scales well. You also gotta remember that axes have huge Atk and pedogolem gives you massive Atk buff.

DB has all official balance changes so it's not as OP as it was. Terp would love to completely change it to make it some kind of physical skill for immersion/consistency reasons, but so far she leaves it alone, which I find good, since it's one of few skills with interesting, non-standard mechanics. There is also no need to change it since physical side of RK got buffed so much it's viable. DB probably can exceel when supported (bragi, hp songs/gospel etc), but geared, physical RK will easily outdamage DB RK when no support is included.
