go on your pop tab. click on the rebel icon. this will show you all your pops who are part of a rebel group. hover the mouse over the issue pie-chart. this will give you the reform they want that makes them rebel.

try to pass the reform and they will leave the rebel group. if there is no reform on the chart, it means they are ideological rebels. nothing can be done about them, other than maintaining their militancy low by making sure they can afford living.

every couple of years visit the politic tab too. it will show you what movements there are in your country. if you ignore their demands, they will turn into rebel groups. alternatively you can satisfy their demands.
