I just completed Valkyria Chronicles Remastered on the PS4 and booted up VC2 on my vita, I bought all three games because they're on sale.

I've done the tutorial battle on VC2 and absolutely hate the new art direction, graphics and voice acting.

Does it get any better? Will it compare to VC1 at all?

It does get better, but don't expect it to compare to VC1.
They did rebalance the classes so Scouts are no longer super powered and Shocktroopers are much more usable, but the areas are segmented now, max troop deployment numbers are very low and maps repeat very often. The tone is also off compared to the first, though it does get a big less saccharine later, it's still pretty light hearted all around.
If you're not really liking 2 after giving it some more time then skip ahead to 3. That fixes up some issues that 2 had, maps are still segmented but there's new maps and bigger maps compared to 2, deployment numbers are increased from 2, tone is darker, it's quite a bit harder than 2 and the cast is more likable. It's still a PSP game but it's pretty impressive for the hardware.

As much as I loved VC1, I really liked VC3 and overall it probably edges out VC1 as my favorite VC game. Then again I also liked VC2 so maybe I have weird taste.

There's rumors of a VC3 PS4 remake/remaster so if the PSP graphics are a big negative to you, you can always wait to see if that pans out.

2 takes place after 1, but 3 takes place concurrently with 1.
So if you skip 2, you'll miss out on some cameos in 3, but you won't miss a whole lot else. You should give 2 a try at the very least, but don't feel obligated to finish it if you're not liking it.
