rogue has the highest skill ceiling because there's so much you can do with stuns, cc, interrupts, two sets of cds. It's not really hard to play rogue and be average to good but using everything you have perfectly and reacting well takes a lot of play time.

I don't think it's possible to have a "proper /vg/ guild for people that know how to play and want to have fun" anymore. Maybe I'm being too pessimistic.
But any true effort to create a non-attention-whore climate will simply be shitposted into oblivion. And while lots of people won't fall for it or ignore it, a lot of others won't know any better. And the shitposting won't stop as the dudes who are way into that kind of thing have a LOT more free time and motivation than anyone that just wants drama-free vidya.

About the same. Supposedly the total experience is in 2.4.3 state. If it's not we are looking at +20% total xp to cap.
It should take you around 3/4 days to hit 60 but real tedious grind comes from 58-70 imo which is usually 2 days or a bit more.

Gear is distributed before-hand with a spreadsheet.
Each stuff has players with priority on it (1st, 2nd, 3rd etc.) and could update if one gets too lucky with odds. At best, from the start of a Tier, everybody has a 1st and 2nd priority on smthing.
Distribution and priority are discussed between concerned raiders. If players can't accord designated officers cut.
Crucial items (trinkets) would have to be discussed in a loot council. They possibly go to the most active/effective/dedicated/concerned players. Usually it'll end up going to officers (cause they should fit those criteria) leading to drama n shit but no system is perfect
