Enhancement never has mana to do anything but heal once or twice or shock once or twice per fight until you can start getting non-set Hunter gear at 60. Before then, if you dare to do so much as Stormstrike and Flameshock the same mob, you will be drinking after it dies. You will never do actual DPS in raids.
