They can alternatively speed up his reload, but I think 6 shots would be more fun.

No team-based game uses a straight elo system, it's fucking retarded. Your top tier would be full of people all kinds of shitters who aced all their matches up to the sample thresh-hold. Every single team-based game uses a ranking system that takes many factors into account and adjusts your gains and losses according to performance, AFTER your placement matches. elo and SR are granted relative to your PREVIOUS and CURRENT performances (and the aggregate of your teams'/their teams'), there's simply no mathematical way to proportionally match win ratio and skill rating. You would have people jumping all over the place initially (from 2500 down to 0 back to 2500 then up to 4111, etc etc), and then the best and longest-playing players would all end up being grouped in the middle. You would be rewarding lucky, casual players, THE EXACT FUCKING OPPOSITE of what you want a ranking system to do.

It's just inherently impossible to derive skill rating directly from win ratio and honestly if you think about it just a little bit you see why it's completely retarded

There aren't really that many popular team based multiplayer games to compare it too but DOTA 2 and LOL are the 2 most popular and neither factor in individual performance at all. You can afk in spawn or hard carry and your rating will be affected the same way.

Despite that though, neither directly derives rating from your win rate. Your gains and losses are skewed by your hidden MMR, which evolves separately from your rating. They do emphasize skill being derived from solely your ability to win a game, but your placement within an elo system means that your wins and losses don't end up grading you against everyone else based purely on win ratio, and I think blizz takes justifiably personal performance into account considering there are ten players in a MOBA game and 12 in OW, and especially considering the lightning-quick tilting tendencies of the OW community make working as a team much harder.

The problem isn't Hanzo, the problem lies with the RNG mechanic of the arrows once it scatters. The skill itself is literally useless and people only exploited the only thing that's predictable about it. The close proximity scatter upon impact.
In paper, Scatter should obliterate anyone inside an enclosed space, but it doesn't really work because shields, and the game is centered around continously moving (payload) and defending open areas (koth/payload).
Now if we are talking about a fix I can think of one thing, drastically reduce damage of each arrow, increase arrow count and increase bounce or make it so the skill bounces indefinitely for a set amount of time and make the arrows pierce. In this way the skill will serve as an area denial where the longer you stay the dangerous it gets because there's more chances of getting hit.

They still don't derive skill rating directly from win ratio i.e. 0% is 0 rating and 100% is 5000 rating. The placement system is a type of performance factor in that you are tested across the entire rating distribution and your rating is much more sensitive to the win or loss result of each individual game, i.e. you will climb or fall much more depending on how your teams perform in different tiers. You are then placed within the elo system where you get incremental gains and losses, not large jumps in rating while your ratio approaches 50%.

Those games do singularly place your SR gains on your ability to win games, it's true. But they still take your PREVIOUS performance into account (not an in-depth statistical analysis of your in-game performance, but your performance as defined by how many games you won previously), and thus your rating is not directly derived from your win ratio. It's ultimately weighted by how many games you win at different levels in the initial placement process, and then is derived from elo calculations.

I don't agree with their philosophy though, because as you say, you can afk in base or hard carry and see it reflect upon your rating in the exact same way. I'm sure there's a much more lengthy debate on exactly how to measure individual performance, and it would inevitably be skewed by the stronger elements in the game like the hard carries already do, but I think there's a good argument for why you should see some love for being a stellar player on an objectively terrible team.

I managed to get the Huge Success one for teleporting 20 people in a single match in the early days of the game post release; I suspect because you have the perfect storm of inexperienced players on both sides to constantly die, letting you fill up the Ultimate Gauge quickly and giving you plenty of dead teammates to port.
