How I can get the other gorgon sister?

I did roll today (12 quartz & 7 tickets) for Atalanta (or Gil even though I don't really like him but I wanted a good or female archer) but only got CEs and not a single servant.
Only 100 quartz left (but I haven't went past Fuyoki).
I really want Atalanta because I don't really like Robin at all, but I don't want to waste more quartz.

Is a good strategy to use spare tickets during events hoping you get lucky but save all your quartz?

I can get any servant from 1 to 60 without effort, the cards basically become useless.

Gil is good only for one NPBB without innate crit damage with Merlin supporting him, and then whatever you can scrounge up depending on what cards you get for the following two turns. It's ok, but he's just one of several units you can use for buster-criting-via-Merlin, and he's not even the best one.

Swimsuit Artoria can reliably delay enemy NP discharges while firing her NP several turns in a row, she has one of the only worthwhile heals in the game and adds defense to the whole team on top of everything else because they were literally just throwing buffs at random when they made her.

Atalanta doesn't hit too hard on her own, but she works great as a crit star generator and quick support, and has the best team quick buff in the game in JP atm.
