Ok, so briefly who Chibi is and why he's ostracized:

First and foremost he's severely autistic beyond normal nerd levels and was never part of any cliques in the scene as a result.

Secondly the infamous incident with caveman that most know about: CavemanDCJ did a run of Tomba 2 at a GDQ event a few years back. Chibi, who did not know Caveman, did not know Tomba 2, and did not run a game at the event, decided it was a perfect time to sit on the couch. He proceeded to ruin the run for caveman with sperglord commentary, which caveman endured for a very long time, before humiliating him in front of the entire community by nicely telling him to shut the fuck up. This incident is the primary reason the runners now decide who sits on the couch, and special exceptions have to be granted for people that don't run the game they're providing commentary during. That pissed a lot of people off, and both this and the actual incident made him a leper in the community.

Then, on top of that, while running Paper Mario on live stream, Chibi was caught using some kind of script to execute a very difficult trick. He then lied about it until presented with incontrovertible evidence. I'm surprised he wasn't banned outright from GDQ forever just for a fundamental lack of ethics. Needless to say this killed whatever stature he had left.

Sprinkle in some twitter pity parties and several on stream arguments with his mother about him being a loser going nowhere in his mid 20s and that's pretty much all you need to know.
