Skysec's yes, cape no. Cape forces you to run galactic guardian which is very situational and even then the heal is kind of meh unless you have moonfire up on like 10 adds. During bosses or 1v1s its almost worthless. Chest gives you an additional 4% dmg reduction and the 75% bonus healing from resto affinity, plus it has huge stats cuz it's a lvl 970 chest.

I heal for almost 500k each proc of Ysera's gift and keep in mind that will instead bounce to a group member if you're topped off

There's a part of the legionfall campaign questline where you have to complete a class hall mission that takes place on the broken shore.

They're usually at least a few hours long, so it stops you from rushing through the questline. Doesn't help that it's right near the end of the questline to get the class mount.

Normally if I get ganked while leveling, I just move to a different area or hide for a bit and resume. If someone even touches me as a rogue I just upwards to an hour stalking them to kill them or sap spamming them if I don't think I can kill them.

Green flame is as hard as buying the tome of the AH and walking through the scenario at level 100. Your AP earned prior to 110 will be LARGELY irrelevant, put it in whatever you want. Affliction is great for leveling.

Also, why is there like zero interaction with faction leaders this expac? There's plenty of Velen, Sylvanas had a horrendously half-baked story in Stormheim, and Anduin picked up his dad's sword, but that's it.

Truth be told I kinda like Velen. He's a neat tortured character stryggling to keep his faith and his final moment with Kil'Jaeden was one of the better endings they've given to a central lore character.

Okay, I will give you some pointers.

FIrst of all, if you're doing heroic/normal, don't stack mastery. There's not enough damage that's justifies stacking it. Go for crit. Also your cloak enchant should be +INT.

Talents: Torrent is usually the best choice. I see you spec into UL, but barely used it.
Deluge is bad. Ancestral guidance is the best talent in that tier.
Ancestral vigor is okay (it doesn't show on meters) and the HP increase isn't noticeable in heroic/normal. Eeathen shield is quite good.

Do you have other legendaries? The chest is pretty bad.

From your logs I see you barely use cloudburst, read this and try to improve your use of it.

You also seem to forget to cast HST on cd. Same with riptide. Do you have ways of track those spells? Weakauras or TMW?

Try to improve on those things and you should be okay, and it's only normal mode, so there's not much damage to heal, don't stress too much about it.

Yeah, I'm going to switch out to Crit on my enchants and see if I can get more crit gear. I think I went for the budget cloak enchant iirc or I was just reeeeeeallllyyyyy whoring mastery up.

I actually try to use Unleash Life on CD and try to synch it with before I'll cast a chain heal.

I try to double dip Riptide > Unleash > Chain (which might be my problem because in those 3 GCD the raids usually healed).

I avoided Ancestral Guidance + Earthen Shield because I'm already noticing I have way too much shit to press on this character. My clique keybinds are already getting to the point where most of the comfortable reaches are taken and some of them don't feel natural.

The other legendaries I have are the Ele Boots, and Sephuz's. I've had absolute shit luck on my resto legendaries and haven't gotten an actual HPS boosting one yet.

I actually think I use Cloudburst on cooldown. I just kinda press it and forget it. I'm guessing I should be popping it prematurely then?

I have Weakauras but haven't learned to set them up yet or found a Resto Shaman pack that feels good. I should probably reinstall TMW though.

No, DPS is an abstract of TOTAL damage done over the course of a fight.
damage is their total damage, i.e. its possible to do 6000 damage but only do 6dps a second but it would just take a long time.

Assassination performance still strongly relies on the shoulders (like all rogue specs). Also performance is so extremely procc dependend it's frustrating. I was simming 99% yesterday on hc mistress guild wiped. Next try my procc luck ran dry and i got 50%. It's all about proccs during shoulder buff or poison bomb for stacked aoe.
