Because you will have it up basically almost every fight. If you quickpulse her as well you initiate with it too. It's good because of the really low charge rate. I wouldn't bother with Iceberg or Luna without a quickpulse and even then Moonbow is really good especially since you can initiate it with a brave and the pulse.
