If you deck needs many Neutrals, you play mostly Neutrals, you don't pack up shit that doesn't support the Neutral engine or that isn't Neutral. If over half of your deck are Neutrals, drawing Neutrals is the last thing you'll have a problem with, but, if you are still having problems with drawing them, you just play more Neutrals.
