The main reason you'd use Mug Bloodlust is for the substantive buff to yourself early on that lasts long enough for you to do something with it and start getting higher numbers early in a fight. Rikku in partcular has so much variety in her skill set that you could totally make either one work, it would just depend on what the boss in question and your team comp needed more, fast DPS or fast buffing/debuffing.

Gabranth is a Knight who happens to be able to use Darkness abilities and Larsa is a healer who can use Support, and his BSB is considered among the best in the game. That said, most any character can fit the roles your party needs, so whether a character is "good" for you depends on whether you have their relics or not, meaning if you want to play the game with your favorite characters, you roll for their relics.

Nothing seems to indicate the Dragoon won't be just an inferior Duke just like Fryevia was an inferior Elfried. Global exclusive units are at their best when they do completely new shit no JP unit does, like Xon, or have such an eclectic kit it makes them relevant for ages, like Ling. Not just Gumi picking an unit that will come in 5 months and releasing a downgraded version today.
