I don't think that's a fair assessment. Japanese Kamoshida sounds jarring because you've become used to the English one, and the reason it sounds so different is because they went for as drastically different interpretation of the character in Japanese. His English VA is cast like a straight up malevolent villain that preys on high school girls and lacking in basic human qualities, while his Japanese one goes for a much less evil and more typical of a generally sleazy guy who is simply acting out of lust and not an inherent evil nature. Comparing them in terms of how "evil" they sound, the English one definitely trumps, but that's clearly not what they were going for with the Japanese one.
I love Douglas, but I really don't think Kamoshida was right for him. While you're absolutely meant to loathe his actions, the character himself is probably less on the flat out evil end of the spectrum in the grand scheme of the game. I think it also kinda disrupts the hierarchy of the villains that they have going; starting with a lowly guy like Kamoshida and working your way up the ranks to pure evil people like Shido. I also just think Kamoshida's Japanese VA does a better job with the human side of him, with his popular demeanor around school and his confession scene.

I think that's definitely a part of it. He does the good job at sounding like a charismatic guy that everyone trusts, but there's clear direction telling him to sound at least a little bit creepy, and his VA, Mitsuyu's normal speaking voice sounds significantly less nasally, so they tried to ham up that aspect.

There's a relatively common idea in fiction, that people remember the beginnings and the endings more than the middle. By starting off with the memorable and downright evil Kamoshida (remember, this is a character who never even comments on his role in Shiho's attempted suicide, not even his Shadow), and ending with the more ambitious evil that is Shido (as well as the pure SMT that is the charge on the Holy Grail's temple), it makes up for a weak middle.

Sure, but that's clearly not what they were going for with Kamoshida. With his English voice, I would expect people to feel like Madarame and Kaneshiro are significant steps down in omnipotence from Kamoshida, while they made sure to avoid that in Japanese. It doesn't help that Madarame's and Kaneshiro's, (especially Kaneshiro's) Japanese VAs support this and sound much more menacing than Kamoshida, while in the dub they are significantly less so and pale in comparison to Kamoshida. There's also the real world context of the actors to take into account, though outside Japan, Yuji Mitsuya's hardly a known name, so I can understand overlooking this. In Japan, the guy is famous for being an incredibly long standing actor that has rarely voiced villains, and always voices the sort of older friendly companion character, and that's exactly the sort of position that Kamoshida uses to make advances on people. For people familiar with him, it's a nice subversion of that , and for those who aren't, the voice still fits the position, otherwise he wouldn't have been frequently cast for these roles in the first place. In English, you get DC Douglas, who's very well known for villain roles, and on top of that, the direction is clearly just straight up trying to make him sound villainous through and through.

I respect what the Japanese team were going for with Kamoshida by treating him like a friendly guy with connections that makes moves on people, rather than just going flat out evil with him, since that would be much easier to do. For that reason I really don't like the steps back that the dub takes. Kamoshida is memorable regardless of voice track, because of his actions, and those are the absolute focus of his dungeon, so I really don't agree with the point you're trying to make there. Is Goro the worst part of the game? I don't even understand his motivation. Like, it was all for revenge on his dad? But then he stopped caring about that and just wanted to kill you because he was jealous of you? Why? He had the adoration of the masses. If all that mattered to him was the approval of others, he could have just stopped once he had gotten famous.

Before his finale, I had thought he should have been in the game more. But now I don't think that would have made a difference. The problem is his character arc ends in a toilet. Stretching it out wouldn't have made it better.
