You can't be that dumb. If a card has to share its drop chance with 300 other cards then it's harder to drop. Simple as that. Try getting URs and SRs against lvl 30 if you think it's the same thing.

I've gotten like 3 SRs out of lvl 30 Yugi and 1 out of lvl 40.

You can't get shitty cards out of lvl 40 Yugi, instead you get orbs, gold and sometimes a gem or 2. It literally doesn't matter, the game gives you a card once you've begged enough.

I managed to land a well thought out burn deck once featuring Mask of the Accursed. In the View Loaner Deck screen you can actually copy the deck to one of your own deck slots and when I did the deck was saved with the loaner deck's original Japanese name.

Once you reach the last stage and you and don't have any more characters to level up, you end up being in a spot where you can't get gems anymore. So yeah, paying up is the only option then.
