the issue is that the abilities she has AP scalings on are for getting away. They also nerfed the damage on ap trist during her rework. The reason you build her AD is that she get's the attack speed boost from her q and the scaling on her e along with the fact your building ad anyways kills towers really quick.
That being said, don't pick her unless you have hard CC in your lane because a lot of your damage comes from the stacked E and it's really hard to pull off without CC to hold them down.

He's a hard engage supp without inherent tankiness. Leona and Ali get away with their shit because they have an ability that buffers their defenses, Rakan only has a minor shield and some mobility. Although admittedly, his potential for follow-up to make a wombo ia pretty damn good.
