It seems like if there had been a little more time, your game would've cleaned itself up some. It's interesting to see Spain, Italy, and Germany as the main colonial powers of Europe, although they clearly nabbed most of that land at a later stage coincident with (presumably) the collapse of the British and French colonial empires.

If you form Gran Colombia or La Plata, you can integrate the rest of Spanish speaking South America taking a series of decisions. You need to sphere the rest of South America first, and form a customs union. You'll need 100 prestige too. Once you get Revolution and Conterrevolution, have 200 prestige and have sphered all of South America, you can form a political union. You'll need to have good relations with most countries, otherwise they may reject entering the political union.

After that, you will be able to form the Hispanic Union. Currently you will need to get Falklands in order to form it, so it will be a bit difficult. I might be removing the Falklands as a prerequisite to form it, since it's almost impossible to get them anyways.

When you finally have formed the Hispanic Union you will annex all of Spanish speaking South America, and get cores in the rest of Spanish speaking America. Conquering Central America and Mexico will almost always result in war with USA though

Being serious, the teal color strikes me as inappropriate for a flag. Mixing Italian green and French blue doesn't really suggest a Franco-Italian empire to me. You might try something like Austria-Hungary (two tribands lined up with each other and explanatory arms), or perhaps just stay away from the tribands all together, since the state is a monarchy anyway.

I understand why you tried it, but the feedback you are getting is consistently that you should try something else.
Generally "fantasy" flags look much more convincing if you take your design and styling cues from historical flags. For example, there are many "union flags" that have been used at times throughout European history, and from them you can learn how unions of two or more nations were historically represented. In heraldry it was very common to use quartering to display multiple sets of arms side by side. Many flags in later history adapted heraldic traditions, so sometimes you see union flags that look like two national flags side by side (as in several examples that have already been discussed). Great Britain combined St. George's cross for England with St. Andrews cross for Scotland in a somewhat more creative way, so you could try something like that as well.

Color mixing doesn't make a convincing alternate history flag because color mixing was never used to represent unions historically. Before modern chemistry produced artificial dyes, flags were generally constructed out of only "basic" colors so that they could be easily manufactured and displayed all over their countries.
