Looking at the logs, Digitalis' reasoning seems to have been that since he was Antagonist banned for killing himself as an Antagonist without Ahelping, it should be fine if he used the stuff he found in the space vault to become an "auxiliary" Antagonist:

They would, but realistically, it wont happen. The Carsh permaban seemed bad to me. He was tricked into killing by an antag. That's a very flimsy excuse to jump on someone. tracking implants do help against a ling though, you can see who they are even if they shapeshift and you can use the handheld locator to find them. Chem implants also put the fear of god into unrobust antags and even force robust antags to inconvenience themselves to deal with them, which can buy you time to find them, or put them off their goals for a little while longer.

And if you trigger a chloral/sleeptox implant on a ling when you know other officers have hit contact you can buy your officers time to fuck them up and get them under control.
