Game mode will function similar to how wizard mode functions with players choosing there abilities/items at the start of the round and being teleported in if you kill 3 of them the round ends

Due to how rounds work, you won't usually need to worry about officers returning stuff. It usually goes Green --> Blue, and then Blue for the rest of the round. On lowpop, it might reasonably go Green --> Blue --> Green though, because there's only like 1-2 antags. In general the biggest thing to look out for is officers nabbing stuff they shouldn't have on Green alert.

But to answer your question: If an officer is ABSOLUTELY refusing to return lethals in a circumstance where the need for lethals has passed, then you're justified in demoting him. Of course, context is everything, and he might have a valid reason worth hearing. ("I know we killed most of the space carp, but there might be more, so I'd like to keep this. It's a pain in the ass to go grab one if I bump into more in maint, where I might get vented out a smashed window.")
