Playing ball with rough outlaw "governments" is the best way to keep to volatile regions stable, which in turn makes those regions better for colonization. Since there are no sensible outlaw organizations already on Elaaden (besides the Krogan) might as well start building one.

Once you can keep the regions stable by yourself, you can either assimilate them into your state (which is preferable) or you can muscle in and start a conflict now that you have the better odds.

Asari can use biotics without an amp because Thessia was full of element zero, and the lifeforms there got mutated so a lot of them have basic telekinesis. Asari soldiers get amps to make them even stronger. IDK about "psychic" abilities, but asari can link minds with other lifeforms via touch to see what they are thinking.

Although now that I think of it, this doesn't really explain how asari that grow-up in colonies or space stations can use biotics without exposure to eezo.

They use their element zero to create small mass effect fields - using Throw, for example.

Asari are the most naturally-powerful biotics, but Jack in ME2 and 3 was a special project improved by Cerberus, and she had a higher level of biotic power than an average sentient.
