As to the question, you are right to be confused - the French devs didn't seem to know much about the American education system and they concocted a completely fictional and self-contradictory version of a school. It's supposedly a one-year program, IE just for highschool seniors, focused on art.

Well a lot of texts and stuff show Max just turned 18. I don't think that was a last minute change.
Warren is still 16 in the game.

Blackwell is not consistent at all, but my best guess is that it's a private four-year high school with programs for seniors.
Which students can transfer into, since Max built up grades in Seattle and then transferred to Blackwell for the photography classes for her senior year.
If people from outside of Arcadia Bay come to Blackwell then it explains why there's dorms.
There's probably a public high school somewhere in the surrounding area as well.

I am from and live in the San Francisco Bay Area.

I have a bunch of friends who are of the GG and /v/ persuasion. They unironically fight for "ethics in games" and against "cultural indoctrination." And they hated this game before ever playing it citing DontNod's "SJW tactics and pandering" about casting a female protagonist and crying to the press about unfair treatment and fell for the "Tumblr: The Game" meme.

So I originally got this game just to pretend I thought it was the GOAT and talk incessantly about it to annoy them. I did not expect to genuinely fall in love. So I talked about it more than I originally planned.

One of these guys is from the northeast suburb of Walnut Creek and he couldn't sit through one playthrough on Youtube when I told him to give it a chance.

He surprised us when he complained about the usage of "hella" claiming he has never heard or used. We all looked at him funny because everyone in NorCal uses it and could't believe someone supposedly born, raised, and still residing here has never heard it.

It's hard to take. I woke up the next morning raging about Sacrificing Chloe because it didn't make sense, but it was what the developers intended. I'm almost finished with my third playthrough, but can't bear to go through Episode 5 again because the pain will be too much.

I'm not a fan of Better Than, but there are plenty of other good fan fictions. It's a nice way of keeping the characters alive and developing their stories.

The fact that I keep coming back here despite facing hostility from many of the posters is evidence of the strong reactions common to the game. DONTnod posted links to various suicide hotlines on their website for a reason.

They never intended one choice over another. And even if they did it was not that choice they originally planned.
Chloe was going to live in both endings and then sometime around Episode 4 they decided they needed to force even more tragedy into the game by making and ending where Chloe died.
