Whenever i come across a soldier using it i just pop him in the air with my extra rocket and shotgun him midair.
I don't see a use for it really except for like long range poking.
i tried using it and the health you get from getting consistent hits just dont seem to matter, not in 1 v 1 or in team fights and i just couldn't get it to work for me

Those few maps you mention about Quake are the maps with best recovery and flank routes.
At any given moment a nice frag can put you back into the game to restock for the 1v1 meta like a king.
Similar thing may apply to TF2, and people prefer a map they could read and where game won't end in a long clutch.

Its got to do with how they work viewmodels.
Every weapon has its own viewmodels.
So there would need to be like 8 models per model.
They couls easily fix the system to work in such a way to allow one to see cosmetics in first person.
