Late response, but here's why they don't wear much clothes. Protoss are kind of like plants in that they're solar powered. They don't have mouths to eat, or have any other orifices really. As far as we know, their reproductive organs are either internal, or they do some other weird thing. So they don't have anything that needs to be covered, aside from the need for armor.

I assume Alarak is covered from head to toe because the Tal'Darim play dirty and a would be assassin could try to shank him at any time.

if we're to believe that lucio was some thrown together hero that was released before his time so that stukov would be a bigger reveal, then it means that at any point they will just copy/paste the moveset of any hero from OW when they run out of other heroes or they need more time for them.

I used to think overwatch characters would be prioritized or completely overlooked depending how dissimilar/very similar they were to heroes in the game or in development.

But the lucio, who is fairly similar at least in concept to brightwing, was picked before Reaper (who has voice lines). Now I don't know what to think

Honestly, I would never have believed Mercy (morales), or Mei (jaina) would or could ever be in the game. but now I'm not so sure.

You can't just run assume each point of armor increases effective health by 1% ala "health" x "armor", because 100% aka zero damage goes through would merely double his effective health with that incorrect calculation.

It's like this.

Each point of armor reduces damage by one percent. Conversely, each point of health is worth 1/1-0.0armor effective health. In Varian's case, it's 1/0.85, i.e. each health point is worth 1.176. With the added health bonus of 40%, you're looking at:
(100% health + 40% health)*1/(1-0.15)armor mod = 164.7% effective health.

One of the reasons I seriously doubt Blizzards balancing is that they're equaling Cho's "gain two armor on kill" talent with Gall's "gain two % ability power on kill", since just 12 kills pretty much double Cho's life with Hide, but 12 kills would only increase Gall's damage by 50%. It only gets worse with each extra kill.
