He can sit back and let the rebels lose 1/2 their troops to attrition in exchange for 3/4 of his territory. The rebels have to take all the territory so just play cat and mouse with them if you want. Wait for them to get low from sieges and then crush them. Plus they start out all scattered and you get all your troops from your holdings. Just crush the first few people.

This, was playing Milan and got all 13 provinces with universities (I was in a down time for war at the moment and collecting vassals not land) My income was huge so it didnt take long to do that. got double and triple chance development events and tech/ideas were cheap and high army tradition. Add that to the large development bonus and secular and youre unstoppable. Except for the fact I was a republic and so couldnt become Italy. Permanent 6-6-6 leaders though.

You might want specific land, this is fine, but it's not exactly zero sum, you're not gaining the same amount as they're losing when you take land, whatever land you take you have to core, this can be quite costly in terms of mana and it can be worse with some culture groups. If you go for humiliation, winning might take you over 50 PP, which will actually GIVE mana to you, giving you an edge in the long term, and you can cripple your enemy by forcing them to release nations, return cores, etc, in the end you can be in a much, much better spot and is a great way to handle big guys like france that won't be fazed by losing one or two cores, but might be crippled by having to release britanny, gascogny, province, or other big or strategic nations. And if they're small enough nations, you might be able to vassalize/annex them, which will cost you bird mana instead to gain their cores, which is significantly cheaper (in terms of what kind of mana gets you what) than conquering/coring the land yourself.

You consolidate whenever your tattered army is about to be engaged so they all wont be going in with half strength. Its better to have less units at full strength than more units at half strength.

The other thing consolidating is good for is if you end up in a costly war at 0 manpower and need to start mercing up. The mercs dont use up your manpower and since you aren't putting all of the future manpower you get into replenishing the units you consolidated you can actually reinforce yourself.

Ok, how about natural cryolite, a mineral they used to mine in Greenland which is used to make aluminium production out of bauxite more economical by lowering the temperatures required. The reserves were depleted so now all cryolite used is "synthetic cryolite" which isn't the same. The resource has ran out in that it is no longer available in sufficient quantities to make extraction economical.
