You forget that the brave bow is where all the stat nerfs come from. Giving her that would reduce her total by 9 points, and picking up Death Blow would reduce it by a further 5, since you're giving up HP + for it.
Even then, 32 speed isn't enough to double anything, while Klein has quick riposte to make consistent rounds. You could just inherit those skills onto Setsuna, but you're basically sacrificing three archers to get one that doesn't really outclass them by any means.

it's not actually evenly spread as all stats have uneven standards. If you discount the weapon she actually has 35 Atk, however at 32 speed she is in fact very fast for a neutral cavalry unit, she has high-ish defense for a female tome user and definitely has high resistance given tomes low mt. Her HP is average but is good enough when combined with her speed that is high enough to prevent her from being doubled.

She loses a bit from having Bluedog given her low natural natural power, however she does has effective damage, Threaten Res and Death Blow. If you accumulate her buffs and debuffs she has 46 Atk, which is considerable and definetly enough to wreck any cavalry unit. She's going to be a good counter to meme cavalry teams.

Her skill is kinda bad, as she'll rarely ever proc it, givent he fact she's range 2 and needs 3 rounds of combat to charge it and proc it on the 4th.

Just speculating but what do you guys think would be a best third skill for her? Assuming you're only allowed to transfer the ABC skills, I was thinking of either the +3 Atk skill or the glass cannon +5 Atk/Spd -5 Def/Res skill from Hana.

I generally dislike flat bonuses like this but I really think Setsuna would benefit most from more Atk. Her speed is already superb and I'd play her mostly as just a backline support archer to pick off what the others don't immediately kill. Especially with her HP swap, I'd be able to use her as archer blend pseudo healer to bring back a Catria or Robin from low to full HP. I think that'd have great application to be honest.
