Marth has much better utility than Ryoma, Ryoma's only strong point is literally his ranged counterattack that isn't even that amazing in offense. On defense, Marth's escape route will fuck destroy deathless runs way more often than Ryoma's ranged counter attack.

You must have poor standards for paper. Having a 5 charge skill is bad enough, but those Rising skills are even worse if you want to actually use them. Galeforce activates even if the last hit in battle reduces the counter to 0, Astra and Aether work as long as you have an attack left when the counter hits 0, but these ones only work if you're at 0 before starting the fight. A killer axe is just lower atk than a silver in exchange for something that doesn't matter, and besides that he's just a plain green guy in a red world.

Face it, Lucina is probably IS's masterpiece, the best designed character in Fire Emblem in terms of looks and backstory. Her being a copy doesn't negate that - it just means that IS released an inferior version of her before perfecting the concept. Just like Fate S/N was the original, but was vastly overshadowed by the superior and more refined F/Z because they learned how to improve on the first iteration.
