No, he wins every peek with your shield up if you can Aim, and are pre-aiming in the right direction. Before you could slowly move into a room and as long as you were looking in the right general direction you would be able to tank 4-5 headshots, now you need to be ready to shoot the other player in the face for less than a second before your shield breaks.
I agree he's still good, but he takes much more finesse now and will not win every engagement in the hands of a less experienced player anymore.
