It's just a really weird stone. If you use it on a GK, it's only 20% more crit resistance than a Star's Tears AFTER being shot at twice already, and it doesn't have the DEF & heal which Star's Tears provides.

Crit resistance on non-GKs isn't that great either, it's mostly just CM & other characters in mid which benefit a decent amount from it.
