Noire's game was almost decently designed and required actual thought towards how to approach each level (if you're not playing on a braindead difficulty, of course). Not that it was by any means good but it's not worse than the rest of the nep games in my opinion.

Mainline neps are just braindead buff and spam skills, with fights that are pretty much decided beforehand by level and gear, with overly reused assets, using the same 3 maps and 10 or so models throughout multiple games. The action games are even worse and completely barebones in terms of content.

The real issue with Noire's game is that it keeps the Nep tradition of offering endless repetitive side-content (and that sometimes leaks into the main campaign, too) and insane amounts of grind if you treat the game as anything but a visual novel.
