I last played mid 2013, was a mid diamond player, hovered around two and three.

I used to play almost exclusively Elise with Lee Sin whenever she was banned or I had to go top/support. Is Elise still any good? Is JG a fine role to main still? With the general skill of the game raising, would I be around silver level now? I've been playing DOTA in the meantime, so my moba skills should have just gone up, it would just be game familiarity.

Any tips or info I should know coming back?

I have no problems with "bad" teammates. I can do a fairly good job carrying them for the most part, it's just when someone literally purposefully feeds I can't do it, and i've had it every single promo and almost never have it in non series games.

Is my luck bad? Or do you really think it's these "gate keepers" I get them every promo at least once.

lots of changes happened, several core game mechanics were changed(slows don't stack, warding & ward removal, invisiblity, armor penetration), several champions got major reworks, other champions got minor reworks/changes.
Jungle got several major overhauls, there's now two additional camps, gromp, and scuttle crab, which is a passive(never attacks anyone, just runs) monster in river. Dragon & baron got changed. Smite+Jungle item is mandatory for jungling now. Camps respawn a lot slower but grant more gold+xp.
Jungle is generally pretty op, most impactful role in the game right now.
