I used zero exploits. Got moderately lucky with long periods of peace and early burgundy inheritance. Converted the whole fucking empire except like three areas to protestant after getting rekt in the league wars. Luckily I had all the reforms before the internal war ban before the war. I added some land to the empire. I also didn't not waste any IA. Also my kings died reletvily quickly building up IA pretty fast.

Other than where immigration can significantly increase the number of accepted/primary culture pops, the maximum strength of a nation is basically predetermined by how many pops of its accepted cultures exist in the first place.

If your country is a nation state that only accepts its own specific culture pops, you are basically screwed unless your culture happens to be huge and widespread like French or Russian. Or I guess you can get around it if your country has a decision to become multi-ethnic like Danubian Federation.

You can't assimilate pops if their cores exist in the area they reside in (for the most part). By getting rid of the cores then if you have any assim factors you can quickly convert them to your primary pop.
