My original proposal was this:

For the length of her ult she has exactly 3 shots that will do 2k dmg each. That means she could take out a Rein shield with one shot and have 2 shots left.

These 3 rounds could also penetrate up to 1 meter of cover dealing 1k dmg. They wouldn't be able to penetrate larger things like blocks or the payload.

So at 1k dmg she would have to waste 2 of her 3 shots to break a Rein shield if he's behind 1m or less of cover.

The shooter would be under pressure to make 3 shots in under 5 - 8 seconds.

People complained that giving her three 1 hit kills would be OP.
My response to that is that other heroes already have ults that are far more powerful than what I am proposing.

For instance Mcree can instakill SIX opponents instantly without even having to aim.

My idea only allows her to kill three and she still has to aim to do it.

There are also a bunch of other hero ults in the game with total team wipe ability. There is no way you can say giving Widow three U.H.V. rounds with a six second time limit would benefit OP

The balancing of ults is fucking ludicrous though. A lot of characters have ults that can alter the course of an engagement if used properly, some require some thought and timing but others are just fire and forget win buttons. Then there's Widow with her wall hacks. Yeah, wall hacks are great but they don't feel strong enough to warrant being an ult, especially when Hanzo is capable of wall hacking every few seconds. Granted, it's a smaller area, but how often do you need the wall hack to cover the whole fucking map?
