Most crit damage dealers have star absorb skills to allow them to get as many stars as they can so even if you don't generate that many stars the previous turn they will still receive them and do something good with them. A solid crit team generates a decent amount of stars per turn but yes card counting and choosing when to use less optimal cards to generate a bit more of stars for the next turn plays a big role.
