He is boarding on neutral. 76 is slightly on the evil side because of his actions as 76. Seeking revenge, and harming others pushed him off of the good spectrum. She's one of those ends justify the means characters who thinks she's achieving what's best for people in her own opinion, but in reality is kind of a tool for the Vishkar Corporation's goals.
