Again, i feel that's just her design being fucked up.
She's a cool idea on paper but in execution she's like bastion where she either fucks everything up or does nothing.
I feel that giving her rockets a bigger splash with less damage fall off would be a fine change, You'll only direct hit for 120 if you're good or close enough that normal projectiles can hit you but you'll deal like 60-70 splash damage in a respectable radius so you'll soften up grouped up enemies or help spam down chokes. maybe a higher fire rate. i don't know.
The ability to fly permanently gives her 100% use of the map, all of it's flank routes and more. I'd honestly prefer it if she could only rocket jump and "glide" like Mercy instead of full flight, she'd be able to be killed by projectiles while she does a slow glide and then you can move some of her kit's strength to other parts.
