According to pro reports, both three tank and dive comp works now. I imagine it will be three tanks for most part in pubs though, since that's way easier to pull off.

Long-range hitscan is Pharah's nemesis. You'll often get bombarded from afar by her and she'll then drop back down behind cover and get healed, so you need someone who can DPS her down while she's visible. Soldier can do it, McCree or Widow can do it, even Ana (though you sacrifice healing for that time and often it's a total waste if you miss even one shot). The important thing is to kill her before she lands.

Just don't expect to effortlessly win fights with her just because you picked soldier. A good pharah can burst you down, a bad soldier will miss half his shots and just give their healers ult charge.

Yes. Hitscan refers to any weapon that instantly 'scans' a line along the bullet's trajectory and hits the first thing along that path. They have no travel time, they hit as soon as you click the fire button.

Most other weapons are projectiles, and have a travel time (Mei's ice shot, Pharah's rockets, etc.) The projectile travels as an object, with the game engine updating its position every tick, until it hits something.
