Not him but it is kind of waifish. Thing that people overlook is that there are different kinds of fanservice. People usually only think about physical fanservice, but there's also a sort of emotional fanservice.

For examples, Fates had the infamous Camilla cutscene, and many condemn it because it's clearly meant as physical fanservice. However, Elise's cutscene is arguably equally fanservicey. But instead of one that is meant to make your dick hard, it's meant to make your heart skip a beat. And imo it's more effective because you can appeal to everyone's emotional state easier, as opposed to upsetting people. It also says more about the character's personality.

Celica's stumbling bit is similar to Elise's cutscene. It's meant to make us find her endearing somehow, which males love because it makes her look like a cute waif, while females can also like it just because it's cute in general.

You can have good characterization without making a character waifubait, but many base good characterization on how much they like a character. However, a character doesn't need to have good characterization for people to like them.
