I think they could work around the whole thing where you fight has a morph, but I think the biggest problem for Ursula is that Jaffar exists. If she were recruitable, you'd expect to get her in the same chapter you get him or in a gaiden chapter following it, but you've already recruited a Black Fang with him so there's a story arc issue there.

If they wanted to give us another turncoat I think Limstella would probably be more likely since she's not really antagonistic and nothing in the story would change much if she joined you.
