Well, it has a disc install, but comes with a verification code you need to use befire you can actually play the game for the first time.
So it's mostly just a novelty.
It's not like you can just give the discs to someone else and they can install it. That being said, verification codes are usually cheaper than the full price of a game.

I've been playing a lot of XCOM 2 lately and wondering why there's no Halo tactical turn based game in the same vein. Halo mods get the job done but the real thing would be pretty awesome.

From a purly cartographer perspective, forging is the best we have ever had... by a significant amount.
Yeah, we don't have a canvas as nice as forge world but that's such a non-issue considering how much more we can do now than we could back then. We couldn't even take good advantage of forge world anyway when it was out.

As far as the customs scene goes, I'd liken it to more of a blueprint for the best customs scene (which we hopefully get in H6). The community is nowhere near as vibrant and thriving as it was in the Reach/3 era. The inability to play on the custom maps with friends unless they also own a console, copy of the game, and XBL gold account is also a gargantuan disadvantage compared to the earlier games. Hopefully the scorpio gives them the advantage to alleviate this issue.

TL;DR the H5 custom scene is impressive and I can only imagine how great it would be if the hame was popular.
