Well CK2 "includes an element of roleplaying". The game will never be able to stop a determined player from becoming emperor besides adding the blocks Conclave added. You can turn off some of the features they added, but the council, while annoying, isn't a bad feature. Try the CK2+ or HIP version for the present game version if you want, I think they tweak TRD and Conclave to be less shit.

It's designed to make play a ruler much more tedious with little payout. You just spam favors and then call them in when you need to vote on reducing council powers. Are the last two EU4 expansions worth it? $35 for a few mechanics that barely effect the game even when you are playing as the select few nations that it most effects? Seems like waste of money.

What are their sale price typically? I got EU4 and all previous expansions on sale so that's the metric I'm going by.

You can't apply a modifier like that to pops
What you could do is flatly reduce pops, or apply province modifiers to provinces that are majority the cultures you want to target

At any rate, you would have to create a modifier in the event_modifiers.txt

We try, nobody blobs like a madman except Prussia, something about being able to 1v2 or 1v3 most GPs appeals to sperglords like nothing else. Then when you try to contain their autistic expansion they complain about "hugboxing" (When more than 2 GPs get a defensive alliance together against somebody) and then rage until somebody relents or just march on through, try to beat a massive alliance, and get completely destroyed. These early wars usually remove any semblance of a balance in game, usually because it ends with either Prussia's destruction or an extremely early Germany that goes on to destroy every other continental GP

Prussia can 1v3 pretty much any combination of GPs though, I have seen non retarded prussia pros demolish a decent Austria, Bavaria, and Russia in an early war
