When it's ready it will be ready. There's no ETA on these things as they take time. Flow, Yif, and other people are still working on the Vita but finding a exploit for 3.61+ is tough and we probably won't see anything for a long time similar to when PS3 was in its early CFW stages. Couldn't play 3.60 games on 3.55 for months to 2 years until people figured out how to decrypt and spoof the eboots.

It may have a DNS set up to block Nintendo's updates. I think if you boot into recovery and it can't find internet, it'll let you change the wireless settings. Try unplugging your router and see if it'll let you access wireless settings. If so, delete all your connections and set up a new one after plugging your router back in. If not, I think there's some trick you can do by popping the battery out? I can't remember.

Also, I meant booting normally without an SD card. Because if it'll boot to home screen without an SD card in, that's an entirely different (and easily solved) problem.

So I'm getting this error everytime I try to play the Ace Attorney 6 DLCs. Bought the original game from the eShop and snatched the DLC from the Freeshop.
The SD is fine, I tried reformatting the thing and everything else werks. When I look at the in-game DLC menu it apparently doesn't recognize that I "bought" the DLC as there are no "purchased" markers on there as there should be.

Has anyone from the EU region been able getting the DLC to work so far?

Im afraid that didn't dumped it. I wish I had it to do it properly with Maidump. It was the only dump that I could find, every torrent was dead, and as this game was JP only, the places that had it ware either paywalled, or all in chinese. The damn japs are scrubs at homebrew. Let me give an example.
Consoles which have easy rom loading usually have a portion of the system dedicated to security. The Wii is a good example for this.
The Wii has its main Broadway PPC CPU which games run on, but it also has the Starlet ARM CPU for security and I/O, running a mini-OS called IOS. Whenever the game needs to talk to the outside world (for reading from the disc, reading controller inputs, using wifi, whatever) the game just asks Starlet. If a game running on Broadway requests some data from the disc then it asks the Starlet to retrieve it, and then Starlet can worry about whether or not it's a legitimate disc.
However if you hack the console, then you can run whatever you want (cIOS) on Starlet. And then you can redirect requests to wherever you like. If the game asks to read from the disc while you control Starlet, you can silently redirect it to the SD card or USB drive without the game noticing anything different.

On the 3DS, DS games run at the top of the hierarchy. There is nothing in between the ARM9/ARM7 that the DS games run on and the card slot or the SD card. The game talks straight to the memory card with nothing available to intercept. Your only choice is to modify the game itself and that's much more prone to bugs.

There are more complications beyond that which relate to hardware.
