No, it lacks some guaranteed dodge to become god tier. In current meta Bullseye won't be able to survive and make use of that T2. He's got only one iframe and that's only because of his skill rework. Although his 6* actually may be an iframe. It remains to be seen.

I'd argue Karnak makes even more sense than Medusa, given his weakness seeing powers he could be in the class that is super effective against all other classes. Most likely the royal family and/or pure blooded Inhumans will all being universal like Asgardians are.
